Combine quinoa, water, and a pinch of salt in a medium saucepan. Bring to a boil on high heat. Reduce heat to medium-low, cover, and simmer for 10 minutes. Remove from heat and allow to cool. Fluf with a fork
While the quinoa cooks, combine the lemon juice, garlic, and olive oil in a small bowl. Season with salt and pepper.
Add the cucumbers, tomatoes, herbs, onion, and dressing to the quinoa. Toss to combine.
