Bring a large pot of water to a boil. Place the beans in the boiling water for approximately 2-4 minutes.
Remove beans immediately and run cold water over them. Blot dry with a towel.
Just before serving, heat oil in a large skillet over medium heat. Add garlic and cook, stirring constantly, until fragrant, about 30 seconds.
Add green beans to skillet and stir. Add parsley, tarragon, salt and pepper and cook, stirring, until heated through, 1 to 3 minutes.
Serve immediately and enjoy!
